Seed and chop the pepper |

Mix chopped pepper, chopped onion, lemon juice, chopped tomato and grated lemon together and add enough amount of water |

Bring the mixture to boil and then lower heat to allow the mixture to simmer for 25 m. |

Remove from fire, remove bay leaves, and set aside to cool |

Coat with flour completely and arrange on a plat |

Fry in preheated oil for 3 minutes with stirring to be fried from all sides |
