Rice with Fish


المقادير
5 c. cooked rice  
2 1/2 to 3 lb. skinless fish fillets (red snapper or halibut)  
1 c flour  
2 green bell peppers  
1 chopped onion,  
1 can chopped tomatoes  
2 tsp lemon juice  
1 tsp. grated lemon rind  
Dash of crushed red pepper  
Salt and pepper to taste  
Vegetable oil  
3 bay leaves  
2 c. water

Seed and chop the pepper
Mix chopped pepper, chopped onion, lemon juice, chopped tomato and grated lemon together and add enough amount of water
Bring the mixture to boil and then lower heat to allow the mixture to simmer for 25 m.
Remove from fire, remove bay leaves, and set aside to cool
Rinse fish fillet with water and pat dry,
Coat with flour completely and arrange on a plat
Fry in preheated oil for 3 minutes with stirring to be fried from all sides
Remove from the pan and repeat the process with all the fillet pieces with adding oil when needed
Put some of the rice on a flat serving dish and put a piece of fish fillet on the surface and then top with vegetable sauce
