Soak beans in cold water for 4 hours and then drain and strain |

Seed and chop thinly leaving only one whole strip |

Put beans, onion half, chopped pepper, and 2 whole garlic cloves in a sauce pan, cover with cold water and bring to boil for 10 minutes on high heat |

Lower heat and let the mixture to simmer covered for 50 minutes after adding seasoning |

Remove from fire, drain the ingredients from the sauce, and discard onion, bell pepper, cilantro, and whole garlic |

Strain rice and wash with cold water well |

Bring the beans liquid to boil and add rice in it and let to cook for 15 minutes on low fire |

Sauté chopped bell pepper, minced garlic, remaining cumin, and oregano, and chopped onion in preheated oil for 5 minutes |

Add rice to the mixture |

Add seasons and cook for more 5 minutes |
