Sauté the chopped onion in half of the oil after heating it till tender and then remove in a small bowl and set aside |

Put the remaining oil and fry the meat in it with stirring well to divide it into small pieces and till brown |

Blend the meat, pepper, salt and onion with an electric blender till smooth and set aside |

For preparing the dough, mix flour, salt and egg and pour the milk or water over it and blend well till soft and continue kneading for 5 minutes |

Roll the dough on a floured surface and then divide it into small round circles |

Place 1 tbsp filling in the center of the circled dough and fold the edges well to make it half-circle shaped and press well with your finger and then with a fork |

Arrange the pirozhki in greased cooking pan and bake in preheated oven at 400ºF for half an hour and then brush with melted butter and serve. |

You can serve this recipe with straw potato and vegetable salad at dinner and sometimes with hot borscht and caviar in the large meals and celebrations |
