Chop green onions into tiny pieces and use the green part only in this recipe. Set aside. |

Chop garlic into tiny pieces. Whisk the eggs. |

Combine eggs with garlic and green onions in a large bowl. Mix well. |

Add salt, black pepper, and fish. Blend well. |

Place oil in a large frying pan over high heat for 60 minutes. |

Place patties of the fish mixture into pan with a tablespoon. |

Fry fish for 1 minute then flip to fry other side until slightly brown. |

When done, remove from oil with a slotted spoon and place onto a serving plate. |

Serve hot accompanied with vinegar-soy sauce and rice. |

When using frozen fish, thaw well before mixing it with other ingredients. |
